Housing & Rent Stability

  • Moratorium on Certain Evictions (HB 13, 2020 Special) — Temporarily halted certain evictions during the pandemic to keep families housed.

  • Land Leases Between Local Government & State (HB 176, 2020) — Allowed more flexible land leasing between state and local governments to support development, including housing.

  • Funded $25 million a year fund for affordable housing — Created a dedicated, recurring funding stream to expand affordable housing statewide.

  • Chaired the United for Housing campaign — Led the successful effort where 73% of Santa Fe voters approved a 3% excise tax on high-value home sales to fund affordable housing; continuing work to implement in the 2025 Session.

Economic Support & Recovery

  • Small Business Recovery Act (HB 4, 2020 Special) — Provided financial relief and support programs for small businesses impacted by COVID-19.

  • Tax Rebates for New Mexicans (HB 2, 2022 Special) — Delivered direct rebate payments to New Mexicans to offset rising costs.

  • Economic Development Finance & Agriculture Enterprises (HB 203, 2019) — Expanded financing tools to support economic development projects and agricultural businesses.

Criminal Justice Reform & Public Safety

  • Criminal Justice Reforms (HB 267, 2019) — Strengthened pretrial processes and accountability measures to improve fairness and public safety.

  • Criminal Record Expungement Act (HB 370, 2019) — Created a pathway for eligible individuals to clear certain criminal records and access jobs and housing.

  • Corrections Restricted Housing Act (HB 364, 2019) — Limited the use of solitary confinement and improved conditions for incarcerated individuals.

  • Crime Reduction Act Changes & Fund (HB 175, 2023) — Updated crime reduction strategies and invested in evidence-based public safety initiatives.

  • Firearm Sale Waiting Period Crimes (HB 129, 2024) — Established waiting periods for firearm purchases to help prevent impulsive acts of violence.

Cannabis Regulation & Reform

  • Cannabis legalization bill (2020) — Advanced early efforts to legalize cannabis in New Mexico.

  • Cannabis Regulation Act (HB 2, 2021) — Legalized adult-use cannabis and created a regulated market.

  • Cannabis Record Expungement (HB 314, 2023) — Expanded automatic expungement of certain cannabis-related offenses.

  • Cannabis Tax Distributions (HB 315, 2023) — Directed cannabis tax revenue toward communities, public safety, and reinvestment programs.

Civil Rights, Workers & Immigrant Protections

  • Immigrant Safety Act (HB 9, 2026) — Strengthened protections for immigrants and limited local involvement in federal immigration enforcement.

  • Special Immigrant Juvenile Classification (HB 15, 2023) — Helped vulnerable immigrant youth access legal protections and stability.

  • Expand Human Rights Act Scope (HB 207, 2023) — Broadened protections against discrimination under state law.
